Westbrook is located west of downtown Beaverton, a city of about 90,000 in scenic Washington County, Oregon. Westbrook's location offers easy access to shops, libraries, and recreational facilities. The city and county have a diverse population due to the presence of high-tech industries and maintain exceptional parks and recreational programs for all ages. Beaverton is a seven-mile light rail ride west of Portland, Oregon, and less than a two-hour drive to the ocean and snow-capped mountains. Washington County boasts berry farms, plant nurseries, wineries, and scenic byways for exploring by car or bicycle. 

Westbrook is governed by a homeowners' association and is managed entirely by volunteers. Residents of Westbrook enjoy freedom from maintaining their own yard and residence exterior and are welcome to participate in activities ranging from committee meetings to game nights to community potlucks.
